40 lashes? for a delivery of bread?

Well, here I go again. Another Saudi story. Can anyone explain to me what purpose it serves to submit a 75 year old woman to 40 lashes? And I mean, she was 75. They were 24. How exactly could she possibly have corrupted them? I sincerely hope Saudi men and women come together to change this oppressive regime, and soon.
